A utility may request that an EECRF be established to cover all of the utility’s forecasted annual energy efficiency program costs, if the commission order establishing base rates does not expressly include an amount for energy efficiency program costs and bonus (if applicable). Utilities with EECRFs may file for an adjustment no later than May 1 of each year; approved adjustments become effective in January of the following year.
